Painting Handrail a Different Color

Your CR Handrail can be painted any color.. it would just be another coat on top. In a way it would add another layer of protection.   
Primer is always needed for best bond adhesion.  
However, the reason our finishing is powder coated black is because not only is it one of the best Commercial finish (in our opinion), it is resistant to flaking, chipping, scratches, and color deterioration.  With almost all retail paint product, it will be hard to get the same benefits (also white can discolor to off white/yellow or start chalking).  We would recommend using a high quality outdoor paint.  And spray is going to give you a smoother finish.. but harder to control so there are no drip marks or legs. 

The paint itself does not have to be metal paint because you are no longer painting on metal technically.  But I would say for the primer, you might want self etching.  And then for paint, the consideration I just thought of too is temperature.. because the metal can absorb heat during the day pretty well so that is also a consideration for the paint itself.  
Another consideration is perhaps find a power coat shop, ask them to sandblast the black off and do a white coat.  It might be as much as $15-25 per piece but you don’t have to worry about all the drawback of paint.  Otherwise I think it might be best to talk to your local paint store and see what they recommend.
